NYS Route 364 Corridor Access Management Plan

Towns of Gorham and Canandaigua, Ontario County, New York

 

The Town of Gorham requested that a plan be developed that will:

  • designate logical points of access for new developments
  • implement controls to ensure the utilization of these access points
  • analyze the amount of traffic that these access points can support

SRF & Associates was procured to devise a method of coordination in which the State Department of Transportation and the Towns of Gorham and Canandaigua work as true partners to protect and preserve the investment, capacity, and safety of NYS Route 364 corridor for future generations.

SRF & Associates was procured to devise a corridor-wide framework within which to review, discuss, evaluate, and mitigate proposed development along the corridor.

SRF & Associates goals:

  1. Cooperatively prepare an access management plan
  2. Review and improve cooperation on permit and zoning practices within the study area, using access/traffic management techniques and strategies developed through this study
  3. Work with local officials to identify zoning ordinance language that needs to be updated to carry out the access management plan
  4. Identify areas within the development review process where more coordination is needed between NYSDOT and the local agencies

SRF & Associates was procured to develop a plan that will preserve the functionality of the Route 364 corridor while maintaining its predominantly residential character. This goal was achieved through the implementation of an access management plan that designates logical points of access for new developments and measures to ensure the implementation of the plan. This involved updating the zoning ordinance language and re-evaluating current land-use policies. In addition to the access management plan, another product of this study was the establishment of a corridor-wide framework within which cooperating agencies can review, discuss, evaluate, and mitigate proposed development along the corridor.
